Abstract: How will ongoing shifts in the global distribution of material power, including the rise of China, affect United Nations peace operations and other forms of collective conflict management (CCM)? Most scholars seem to believe that peace operations are facing a period of transition, but there is little agreement on the precise nature of this change or where it might lead. Examining several previous instances of CCM from 1815 to the present, I offer a theoretical framework to explain the formation, transformation, and disappearance of CCM systems, which may help to shed light on current debates.
